Description:
Samir Noor is the President of the Republic of Kamira and head of its internationally recognised civilian government. He supports continued foreign investment as the basis for Kamira's economic development but is attempting to secure improved resource contracts and address the political consequences of unequal development.

Noor accepts that reform and stronger civilian oversight of the Kamiran Defence Forces are required. He supports negotiations with Kamira Renewal to prevent the conflict developing into a civil war, but is concerned that rapid concessions could weaken state authority and encourage further unrest. His position depends upon preserving the state while limiting the military repression that has damaged public confidence in his government.
