Situation
Signals traffic intercepted from the area marked OBJ Rampart has established that Kamiran Guard Corps elements are coordinating attacks against COP Jasim and the planned negotiation site in Al Tabqah. The source of the transmissions has not been located, but the traffic identifies the intended objectives and indicates that the attacks will begin within hours. Kamira Renewal has unofficially withdrawn from the negotiations following the warning. This decision has not been communicated to the Kamiran government, and the KGC is assessed to be unaware that the talks are no longer proceeding as planned.
Senior government figures, including President Samir Noor, remain in Al Tabqah following the announcement at Hotel Taobah. Their present locations have not been confirmed, and government authorities have not yet begun an organised withdrawal. Karim Ismail is also inside the city at a secure safehouse marked OBJ Nomad. He deployed in advance to secure the negotiation site for Ahmed Nuru, but Renewal's withdrawal has left him isolated. The KGC is not currently assessed to know his location. His loss would remove the commander of Renewal's armed wing and seriously weaken its political leadership during any attempt to resume negotiations.
KGC vehicles and armed personnel are concentrating at OBJ Spearhead before moving against COP Jasim. 5 RANGERS remains fully operational at the position, but the developing convoy represents a direct threat to the British presence and could isolate the eastern approach to Al Tabqah. A separate KGC mortar position at OBJ Hammer Bravo is prepared to engage key positions with the area. Kamira Renewal has been warned and has unofficially withdrawn from the negotiations. Due to suspected links with the KGC, the Kamiran government and KDF will not be alerted to the attack plan until British forces have acted against the KGC staging forces.
40 Commando, 47 Commando, 29 Commando and supporting Joint Aviation Command assets are staged at Airfield Calder. Their movement north and the entry of British naval assets into the region are threatened by KDF air-defence and anti-ship missile systems at OBJ Hammer Alpha. Under the peace-negotiation charter agreed between Kamira and the United Kingdom, KDF air-defence and anti-ship missile systems at OBJ Hammer Alpha were ordered to stand down by General Malik Omar. The systems remain active, and personnel at the position appear to be defying his order for reasons unknown. Any connection to the KGC attack plan remains unconfirmed, but the active systems present an immediate threat to British air and maritime movement. Emergency force-protection authority permits engagement of these systems only; wider KDF elements are not designated as hostile and must not be engaged unless fired upon.
KDF personnel occupying guard houses within Al Tabqah are assumed neutral at this time. Their response to British forces, Kamira Renewal personnel or fighting elsewhere in the city cannot be guaranteed, and unnecessary engagement could undermine lawful KDF command or widen the conflict. Ismail must be recovered from OBJ Nomad and moved to Airfield Calder before the KGC locate the safehouse or any deterioration in local security compromises the safehouse.
The coordinated nature of the KGC preparations indicates access to current information on British positions and the negotiation process. Identifying the source at OBJ Rampart and recovering its communications material may establish how the attacks were organised and whether KDF personnel are providing direct support. Simultaneous action is required to prevent strikes against COP Jasim and Al Tabqah, preserve British freedom of movement, recover Ismail and exploit the coordination network before it can disperse.

Commanders intent
The intent of this operation is to disrupt the coordinated KGC attacks against COP Jasim and Al Tabqah in order to protect British forces, government personnel and civilians while preserving freedom of movement into the region. Success will see Karim Ismail recovered to Airfield Calder and communications material from OBJ Rampart secured for exploitation, with the immediate threats neutralised without unnecessary engagement with wider KDF elements, preserving conditions for negotiations to resume.
