Op Toxon 03 - 2026/05/16
Situation
Initial analysis of intelligence recovered during OP 02 has produced the first credible identifier for the militia network responsible for the Toska convoy attack. The name Liwa al-Ra’d al-Khabur, shortened to LRK, has appeared in connection with the group, but its structure, leadership, and wider affiliations remain unconfirmed. The group appears to have operated below formal intelligence tracking until now, presenting as a loose mix of smugglers, armed guards, local gunmen, and better-equipped militia elements. Current assessment suggests LRK has used its control of movement routes and local information networks to develop into a more capable force, with access to drones, jamming equipment, indirect fires, and coordinated ambush tactics beyond what would normally be expected from isolated militia groups.
During OP 02, forces located one of LRK’s suspected hideouts inside an apartment building within Misharah, confirming the group is using populated urban areas to conceal movement and coordination. Intelligence also suggests an unidentified facilitator known only as “The Ferryman” provided routes that allowed stolen convoy supplies to bypass river checkpoints after the ambush. The cargo crossed west of the river and may have continued toward Tall Kochak City, making the city a likely search area for LRK forces, surviving convoy material, and anyone connected to the movement of the stolen supplies.
The convoy material remains a priority concern. OP 02 intelligence indicates that stolen supplies, including stingers, drones, and sealed chemical barrels, were moved through an unidentified river crossing before first light. The same reporting claimed the barrels had not been opened and showed no evidence of leakage, but their present location is unknown. The convoy attack itself was deliberate and coordinated, with witness accounts describing shielded vehicles, mortar fire, drone activity, rapid unloading, and no survivors from the convoy. This supports the assessment that LRK knew the value of the cargo before the ambush and had prepared extraction routes in advance.
The town of Taiya is assessed to contain a light militia garrison. This assessment follows the recent probing attack against 29 Commando and the roadside IED placement encountered by 47 Commando during their return from OBJ Ashfall to Mushorah Airbase. In response, FSB Archer has been fortified to improve protection for 29 Commando and provide a more resilient foothold while the surrounding area remains lightly contested. LRK and associated militia elements are likely continuing to test friendly patrol patterns, probe exposed routes, and use IEDs to slow the expansion of friendly control from Mushorah Airbase.
During the night, communications with the Taiya Oil Refinery appear to have been cut off. SIGINT reporting indicates a local jammer is operating near the refinery, partially consistent with the type previously encountered at OBJ Ashfall Bravo in the town of Mazri. At this stage, it is unknown whether the jammer is being operated directly by LRK or by a connected element with access to similar equipment. The limited range of the interference suggests deliberate restraint: the jammer appears localised to the refinery, likely to prevent workers or security personnel from reaching outside assistance while avoiding wider attention. Given the similarity to the jammer used in Mazri, this may indicate an ongoing hostage situation or an attempt to isolate the refinery while hostile forces search, loot, or stage further activity.
Information on LRK remains sparse. Intelligence agencies are working to compile known personnel, financial links, and regional relationships. Current assessment suggests LRK may have emerged from an unidentified smuggling group prominent in the wider Khabur region, using money, route access, and local influence to evolve into a more capable armed network. LRK is currently assessed as a dangerous combination of smugglers, information brokers, militia coordinators, and trained personnel now with access to advanced weapons and equipment stolen from the convoy. Dismantling their fighting strength will require identifying the people who move cargo, coordinate crossings, and are currently in possession of the stolen convoy assets.
Acknowledgements
- Operating elements should expect irregular contact with ambushes and sudden engagements rather than defined frontline.
- Local security forces and authorities may be compromised or report our presence, limiting operational secrecy.
- Civilian presence is dense in and around towns, increasing the likelihood of militia blending into populated areas.
- Civilian sentiment may vary by area and/or city, with some populations tolerant or hostile to our presence.
Commanders intent
Investigate the suspected hostage situation at Taiya Oil Refinery and recover all available intelligence on LRK, while searching Tall Kochak City for LRK forces and stolen convoy supplies. Continue extending patrols from Mushorah Airbase, securing the wider operational area and disrupting operating militia's freedom of movement.
