Bio: 
Viktor Malenkov is the founder and CEO of Toska PMC, Malenkov has a history of service with Russia's Main Directorate of the General Staff of the Armed Forces of the Russian Federation (or GRU) dating as early as the 1980s with deployments in both Afghanistan and Chechnya. Leaving GRU Viktor founded Toska, though initially the firm served as a logistics protection firm through Central Asia by the mid-2010s the company was shifted for a wider array of services more aligned like other conventional private security contractors.

In 2018, Toska was involved in the failed assault of an oil field alongside Wagner PMC in Khasam, Syria. Fought off by defending American special forces, Malenkov was suspected to be among those killed until he was pictured in late-2023 arriving at Altis Intl. Airport to support security for political figurehead and late-president Orestes Ioannou during his campaign for the presidency of Altis. The later appointment of Ioannou to presidency opened a corridor for private Russian companies and the Russian Federation to establish a foothold. Malenkov utilised procured funds from contracts and suspected backing by an unknown Oligarch to purchase land across Europe as well as his own private flotilla that travels through the Baltic sea with additional ownership of logistics firms to bolster additional funds and tasking.

Toska was also directly involved in operations in Germany, where they conducted coordinated attacks across the island of Rügen in support of the exfiltration of Novihrastova President Lavrencij Krečič. Their activity included the use of civilian vessels to move personnel and equipment, the establishment of supply routes, and the deployment of electronic warfare capabilities to disrupt NATO response. Despite ultimately withdrawing under pressure from NATO forces, the operation demonstrated Toska’s ability to conduct complex operations in support of strategic objectives.
